Anyone older than 2 years must provide evidence of a completed vaccination cycle or instead, a negative result of a molecular or antigen test to detect COVID-19 carried out within the period of 2 days before arrival on the Island or 48 hours after arriving in Puerto Rico. If you are a traveler from an international destination, you must provide a negative result of a molecular or antigen test to detect COVID-19 carried out a maximum of one (1) day before boarding the plane to Puerto Rico.

NOTICE: Any passenger older than 2 years who arrives from a domestic destination without evidence of having completed their vaccination cycle, or a molecular or antigen test result to detect COVID-19 carried out within the period of 2 days before arrival, will be fined $300. However, this will be nullified by presenting a result or evidence that it was carried out within the first 48 hours after arrival. If you are a traveler from an international destination, you must present a negative result of a molecular or antigen test for COVID-19 carried out a maximum of one (1) day before boarding the plane to Puerto Rico.
Cruise operations:
Cruise operations on the Island have resumed and are increasing gradually.
- Port of Calls (Transit Call/Cruise Port Visit):
- In order for ships to be allowed into Puerto Rico, all guests 12 years of age or older must be fully vaccinated with an FDA or WHO-approved vaccine. Unvaccinated passengers cannot disembark in Puerto Rico except for children under 12 years of age.
- Please check with the cruise operators for their most up-to-date COVID protocols and regulations, as many operators require proof of vaccination prior to boarding and have specific testing requirements.
- Home Port Operations (Starting or Ending your Cruise):
- All guests arriving via air to Puerto Rico to board a cruise ship must follow the air-entry protocols outlined, which may vary based on vaccination status and point of origin (international or domestic).
- Check with the cruise operator for their most up-to-date COVID protocols for cruise embarkation, including cruise lines vaccination and testing requirements.
- For cruises ending in Puerto Rico, all guests will be automatically enrolled in the SARA alert program upon disembarking the cruise ship. This is an open-source tool allowing public health officials to monitor individuals at risk for COVID-19 and is also the same alert program used for guests registering with Travel Safe for air entry.
Things To Know: On The Island
- Mask Usage
- Masks are required indoors, regardless of age or vaccination status. Those unvaccinated or between the ages of 2 and 11 must also wear masks in public areas when unable to social distance. Masks are required on all public transportation, including all ferries operating to and from Vieques and Culebra.
- Masks are required at all outdoor activities of 50 attendees or more. This requirement does not apply to public beaches. Masks are still recommended in crowded urban areas.
- Beaches
- Public beaches, natural reserves, and marinas are open, following social distancing guidelines. Visitors should connect with tour operators directly for additional information about operation status and specific protocols.
- Lodging
- Upon arrival, all guests of all hotels, paradores, guesthouses, and short-term rentals across the Island must present either proof of vaccination or a negative PCR or antigen test performed by an authorized health provider taken within 48 hours of the beginning of their visit. If staying longer than one week, they must present negative tests on a weekly basis.
- Employees of all hotels, paradores, guesthouses, and short-term rentals must be vaccinated or provide weekly negative tests.
- Restaurants/Dining
- As of December 27th, 2021, all establishments serving food or drinks must require proof of vaccination or negative test (either antigen or PCR performed by an authorized health provider) taken within 48 hours prior to arrival.
- Starting December 30th, 2021, all restaurants, bars, theaters, stadiums, coliseums, convention centers, casinos, and any establishment that serves prepared food or drinks will limit capacity to 50% for indoor events/operations, and 75% for outdoor events/operations.
- Businesses & Other Establishments
- Masks are required in all indoor spaces, regardless of vaccination status.
- Some businesses may require proof of a negative test (either antigen or PCR) result or vaccination upon arrival. Visitors should check entry requirements prior to visiting.
- Patrons of hair salons, barbershops, and individual spas must require proof of vaccination or a negative test (either antigen or PCR performed by an authorized health provider) result taken within 48 hours upon arrival.
- Events
- As of December 22nd, 2021, those attending mass events (both in and outdoors taking place at theaters, amphitheaters, coliseums, stadiums, and convention centers) will be required to present proof of vaccination with an FDA or WHO-approved vaccine and also a negative COVID-19 test (either antigen or PCR performed by an authorized health provider) taken in the 48 hours prior to the event.
- Until January 31st, 2022, those between 5 and 11 years old will be allowed to attend large indoor events by providing negative COVID-19 test (either antigen or PCR performed by an authorized health provider) results taken no more than 48 hours prior to the event. Starting February 1, 2022, this age range will be subject to the same guidelines as adults, requiring proof of vaccination and negative test result upon entry. Children under 5 years of age will not be allowed to attend large-scale events except when permitted by the Department of Health.
- Masks are required regardless of vaccination status.
- Sporting events and recreational activities are permitted, following local guidelines.
- Starting December 30th, 2021, all restaurants, bars, theaters, stadiums, coliseums, convention centers, casinos, and any establishment that serves prepared food or drinks will limit capacity to 50% for indoor events/operations, and 75% for outdoor events/operations.
Things to Know: Leaving the Island
- Testing upon return to the mainland
- Puerto Rico is a U.S. territory and excluded from the CDC requirement to provide a negative COVID-19 test result to return to the mainland United States. Quarantine mandates, recommendations, and entry requirements may vary by state.
